Quebec Introduces Country-Specific Limit for Regular Skilled Worker Program

Quebec is implementing a new policy that limits the number of foreign nationals who can be invited under the Regular Skilled Worker Program (PRTQ) to a maximum of 25% from any single country.

On October 9, Quebec's Immigration Minister, Jean François Roberge, announced this initiative, which will be in effect from October 9, 2024, to October 9, 2025.

Moving forward, for each immigration draw conducted by the Quebec immigration ministry, no more than 25% of the invitations will be extended to applicants from any one country. Roberge stated that this policy aims to enhance the diversity of national origins among economic immigrants settling in Quebec. He pointed out that there has been a noticeable decline in the diversity of applicants for the Regular Skilled Worker Program in 2024.

Currently, this policy only pertains to the Regular Skilled Worker Program, but there are indications that it may also apply to the Skilled Worker Selection Program (PSTQ), which is set to succeed the Regular Skilled Worker Program.

The Quebec government assured that this new policy is not expected to impact the percentage of French speakers receiving invitations.

Overview of the Quebec Regular Skilled Worker Program

The process for skilled immigration to Quebec differs from that of other Canadian provinces and territories.

To begin the immigration process to Quebec, candidates must first submit an expression of interest (EOI) to the Arrima pool.

The Quebec government then evaluates candidates based on various criteria, including:

  • Age
  • Education
  • Language proficiency
  • Work experience
  • Family composition
  • Job offers
  • Family ties in Quebec

Within the scoring system for the Regular Skilled Worker Program, candidates receive significantly higher points for French language proficiency compared to English.

Invitations are issued to the highest-ranking candidates in the pool, who can then submit their applications to the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) through the Mon Projet Quebec portal.

If a candidate's application is successful, they will receive a Quebec Selection Certificate (CSQ), which is necessary to apply to the federal government for permanent residency in Canada.
